18:16 As of 5pm Pugh is now responsible for the schools reorganisation.
Meeting with gov bodies.
Only Written representations from the public from paper issued on Friday.
There’s a hard copy version of the council’s position being circulated.

This is to “Touch base”. Now talking about the next step

18:19 Papers out on Friday. Consultation on statutory notices launched on Friday. Once final decision made, following stages occur.
Oct 2009 – appointment of interim governing bodies for new schools.

18:22 Nov-Dec 09 – applications for heads of new schools.

On Budgets – “Slippage of previous years, has been held back for this purpose”

Have reapplied for DCSF.

“We need to be realistic on the finances from the country.”

Funding forward of 2011 may not be available.

DCSF – IW Local Authority now 27th on priority list for 1st tranche funding + 6th for 2nd tranche

18:28 School “Transitions can be achieved within the 2010 to 2011 period without the use of Building Schools for the Future (!46) Funding.

Pugh: “I think we have listened to people views.”

Asking for everyone who has an interest in schools to send written submissions.

Cllr Cousins announced that she has resigned from Medina High.

18:39: Cllr Stephen: 180 housing units a year should be built a year, but that appears to be slipping. How do we catch up?

Under new local development we will have more flexibility for social housing. Previously, 15 units was threshold.

18:41: Cllr Cousins We’ve had considerable success in the private rental market. 228 units is still the target

Three homeless “received” by IWC this year.

Housing register still remains very large and this is a problem.

18:46 Obv the vote to accept 2nd section is universal

Cllr Bingham: Lots of department underspending (VB: is this to pay for the schools?)

Reserves and balances – £2.26m. “a lesser reserve than we expected to have.”

“It’s fairly tight … And it’s only going to get tighter.”

Summary “a fairly good report, but warnings for the future.”

Cllr Pugh talking about reorganising corporate priorities again – later in the year.

Cllr Stephens – there’s an underspend in Children services. Why was there such an underspend? It was £3.6m

Cllr Pugh: ready for the schools reorg.

Cllr Brown: “It’s up to us to do all we can to stimulate the economy of the Island.”

“Everything that we spend stimulates the economy of the Island”

18:59 Use of Seaclose Park will be discussed shortly.

Cllr Brown talking about the council’s shifting responsibility of repairing the IW Festival ground – on to Festival org. “Very well negotiated”

VB Thoughts
Cllr Pugh really took centre stage, not really letting the other Cabinet members say that much. Wonder how much longer they’ll be happy with that.

Could be viewed that they’re being sidelined.

    Certainly an improvement upon ‘talking without thinking’. Let’s hope it develops to ‘talking without misleading’.

    Cllr Brown is credible and will challenge. Hope the newbies copy.

    So they held back 3.6m from children services last year for schools re-organisation which at that satge they claimed was still undecided…

    No wonder Pugh was in a hurry to get down the The Crab

  6. Great piece – and it has given me an idea to raise money for charity. I challenge David Pugh and Brian Hinton for a talking session to see who lasts the longest and who can create the longest sentence. Brian gave a talk on Tennyson last week and the sentence was so long his face went red as he gasped for breath.
